Applicants who meet the following requirements are eligible to apply:

1. Nationality:

An person of foreign nationality who has never held the status of an Overseas Chinese student on the date of application, and who complies with the “Regulations Regarding International Students Undertaking Studies in Taiwan” of the Ministry of Education (MOE).

An Excerpt from the Article 2 of the Regulations Regarding International Students Undertaking Studies in Taiwan:

A person of foreign nationality who has never held Republic of China (R.O.C.) nationality and who meets the following requirements is permitted to apply for admission to an educational institution, in accordance with the provisions of these Regulations:

1. The person has never undertaken studies in Taiwan as an overseas Chinese student.

2. The person has not been given a placement in the current academic year by the University Entrance Committee for Overseas Chinese Students in accordance with the Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan.

2. Academic credentials: 

International students with a high school diploma are eligible to apply for undergraduate studies at NCU; students with a bachelor’s degree are eligible to apply for Master’s programs; students with a Master’s degree are eligible to apply for PhD programs.

Applicants with documents that meet the requirement of “Standards for Recognition of Equivalent Educational Levels for University Admission” of the Ministry of Education (MOE) may apply to equivalent educational level (master's or PhD programs).

Applicants who hold degrees from China must submit academic credentials issued by a school or institution of tertiary education recognized by the Ministry of Education, Taiwan. Applicants who hold degrees from Hong Kong or Macao shall be handled in accordance with the provisions of the Regulations Governing the Examination and Recognition of Educational Qualifications from Hong Kong and Macao

Applicants who hold degrees from other areas: (a) Academic credentials issued by an Overseas Taiwan School or a school for Taiwan business people in the Mainland Area shall be regarded as equivalent to academic credentials issued by an educational institution of the same level in Taiwan. (b) Academic credentials from overseas other than those referred to the preceding two items shall be handled in accordance with the provisions of the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education. However, academic credentials issued by a campus or branch that a foreign educational institution has established in the Mainland Area by a foreign educational institution shall be notarized by a notary public there and authenticated by an agency established or designated by the Executive Yuan, or by a private organization commissioned by the Executive Yuan.

Applicants are not dismissed from university/college after admission due to unsatisfactory conduct or of a conviction in criminal case proceedings.

Violations of any of the above-mentioned regulations will result in immediate cancellation of the applicant’s admission, or the deprivation of the applicant’s recognized status as a NCU registered student, or revocation of the applicant’s NCU diplomas. Applicant’s qualification is based on "MOE Regulation Regarding International Students Undertaking Studies in Taiwan.” If the MOE Regulations are revised, the most updated MOE Regulations shall prevail.
