Application Procedure
Step 1: Complete Online Application

Step 2: Upload Documents
1. Documents required for eligibility check:
(1) Official Degree Certificate. Applicants who studied in more than one educational institution for the same academic credential are required to submit the degree certificate from all the educational institutions they attended. If your educational institutions cannot issue the Chinese or English versions of your graduation certificates, please submit the translated copies in Chinese or English. The translated copies must be translated and notarized by the translation agencies registered in the countries where the education institutions are located. Once the applicant is accepted by NCU, the official degree certificates and their translations submitted should be verified by the R.O.C. (Taiwan) Embassy or R.O.C. (Taiwan) Representative Office in the country of your education institutions and those verified documents should be submitted to NCU before the semester starts. Failure to do so will result in the cancellation of the admission offer.

Note 1: To apply for the master program, please submit the degree certificate of the bachelor's degree or higher. To apply for the doctoral program, please submit the degree certificate of the master's degree or higher.
Note 2: Applicants who have yet to receive their official degree certificate or who upload their provisional degree certificate must request their educational institution to issue a statement letter stating when the official degree certificate will be issued. Once admitted, applicants must submit their official certificate before the start of the semester at which they applied for and all official degree certificate and their translations should be notarized by the R.O.C. (Taiwan) Embassy or R.O.C. (Taiwan) Representative Office in or near the country where the documents are issued. Failure to do so will result in the cancellation of the admission offer.
Note 3: If an international student’s educational institution or diplomas is not recognized by the Ministry of Education, Republic of China (Taiwan), his or her admission offer shall be cancelled.
Note 4: For those applicants who apply for the doctoral program, if the applicants should upload a copy of their Master of Philosophy (MPhil) degree certificate, the application must also upload a certificate of their master degree to qualify for the application to the doctoral program. Failure to do will result the cancellation of the application.
(2) Full official transcript (including grade descriptions, GPAs, and class rankings). Applicants who studied in more than one educational institution for the same academic credential are required to submit the transcripts from all the educational institutions they attended. If your educational institutions cannot issue the Chinese or English version of your transcript, please submit the translated copies in Chinese or English. The translated copies must be translated and notarized by the translation agencies registered in the countries where the education institutions are located. Once the applicant is accepted by NCU, the official transcripts and their translations you submitted should be verified by the R.O.C. (Taiwan) Embassy or R.O.C. Note 1: To apply for the bachelor program, please submit the transcript of the senior high school or higher; To apply for the master program, please submit the transcript of the bachelor degree or higher. To apply for the doctoral program, please submit the transcript of the master degree or higher.
Note 2: If the duration of the study is not stated in the official transcript, please hand in either every transcript every semester or the proof of applicant’s duration of study from a secondary school or a college/university.
(3) Proof of Nationality: a. Passport (photo page only); b.If the applicant does not have the passport, the national ID or related identity certificate with photographs and English name should be submitted.; c. Taiwan Alien Resident Certificate (ARC) (if applicable); d. Where applicants fail under the MOE “International Students Undertaking Studies in Taiwan” regulation, specifically, Article 2, paragraph 2 or Article 3 (including 1. was or concurrently is a national of the ROC, 2. concurrently holding a permanent residence status of Hong Kong or Macao, 3. was a former citizen of Mainland China), the following documents are required depending on their nationality status: proof of renunciation of their ROC nationality, arrival-departure records, a declaration stating that the applicant does not have a registered domicile in Taiwan or other attesting documents. e. While applying for an ROC Visa, according to Taiwan Visa Application regulation, an applicant whose country is listed under the designated countries list of the ROC Ministry of Foreign Affairs needs a Letter of Guarantee signed by professors from the department/graduate institute they are admitted to. Failure to have professor to sign a Letter of Guarantee will not be issued the acceptance letter.
(4) Language Proficiency Certificate that meets the minimum requirement
a. Programs conducted in Chinese: a Chinese proficiency certificate at CEFR A2 (Waystage) or above is required. For example: Test of Chinese as a Foreign Language (TOCFL): Band A Level 2. Please refer to Chinese Proficiency Test Comparison Chart here and please note that we only recognize the result from the tests listed in the chart.
b. Programs conducted in English (including programs offering sufficient English course to satisfy graduation requirements)
- an English proficiency certificate at CEFR B1 (Threshold) or above is required. For example: TOEFL iBT: 42; IELTS:4; TOEIC: 550; GEPT: Intermediate. Please refer to English Proficiency Test Comparison Chart here and please note that we only recognize the result from the tests listed in the chart.
- Applicants who are from an English-speaking country are exempted from providing a English proficiency certificate. Please see our list of English-speaking countries here.
2. Documents required by Department Committees for academic review
(1) Additional documents required by the department/ institute:
Please refer to 7. Programs Open to International Students & Documents Required by Programs on page 11 of admission handbook and to the website: https://cis.ncu.edu.tw/admissions/ >> Programs. to check for detailed information regarding the additional documents required by the departments/ institutes.
(2) Recommendation Letters:
Applicants must provide one or two recommendation letters, except those who apply for Dept. of Chinese Literature and Dept. of Hakka Language and Social Sciences. Recommendation letters should be written by recommenders—generally instructors, advising professors, or employers and they must be submitted by the online reference system. Applicants cannot be uploaded by themselves. Applicants should provide the name and email address of the recommenders to the online reference system and the system will send the links to the letters of recommendation to the referees (the people who wrote those letters) after you click the “Send” button. Applicants shall notify the recommenders to write the recommendation letters and check whether they have completed the Reference Letters before the deadline.
(3) Language Proficiency Certificate:
Language Proficiency Certificate: each department, or graduate institute can recommend its language proficiency requirements in designated levels. Please refer to 7. Programs Open to International Students & Documents Required by Programs on page 11 of admission handbook and to the website:https://cis.ncu.edu.tw/admissions/ >> Programs to check the specific requirements of each department/graduate institute.
If applicants whose Chinese or English language proficiency certificate does not meet the minimum language proficiency requirements or the department’s/graduate institute’s requirements, the department or the graduate institute committee has the right to reject admission.
(4) Other required documents:
a. Photograph: a close-up color shot of the head and shoulders (no hats) within the last 6 months. Please upload in JPG format.
b. Please agree with the Declaration for International Student Application and Document Declaration online.
c. Financial Statement: Bank statement showing a least USD 5,000
d. Other materials that support the application.
Step 3: Submit the applications
1. Applicants must complete all the following steps so as to select “Submit:”
(1) Fill in the application form;
(2) Complete the recommendation letters online
(3) Upload all the required document
2. If applicants fail to upload the documents onto the system before the deadline, their applications will not be accepted.
※Remarks※
A complete application package should include all the documents above. If those documents are not completed, the application package will be regarded as an incomplete package.
The application documents shall be submitted as PDF files except for photographs, which shall be submitted as JPG files. Please upload each document individually to each corresponding document field. Only one file can be uploaded for each document item. If you have multiple files you wish to upload to one item, please combine them into one single file before uploading. Files cannot be added or replaced after the application deadline.
Should there be any doubt regarding the submitted application data, NCU may demand the applicant to mail original copies of the relevant documents, which shall not be returned regardless of whether the applicant is accepted.
Admission to NCU does not guarantee you the access to the visa issued by the diplomatic missions of Taiwan. Your visa is subject to approval only by the Bureau of Consular Affairs or by Foreign Embassies of the Ministry of Foreign Affairs, Republic of China.
Once admitted, all official academic documents and their translations should be notarized by the R.O.C. (Taiwan) Embassy or R.O.C. (Taiwan) Representative Office in or near the country where the documents are issued. Please refer to the following website of the notarization offices: https://www.boca.gov.tw/mp-2.html
Where an international student who has applied for or has received an admission offer from NCU violates any regulations of the MOE “Regulations Regarding International Students Undertaking Studies in Taiwan,” or where any of the documents submitted is found to be fraudulent, forged, fabricated, altered, or invalid, their application or admission offer will be canceled immediately. If the said student is already enrolled, the applicant will be subject to a revocation of enrollment, or a revocation of graduation qualifications and cancellation of NCU diploma. No academic certificates whatsoever will be issued.
